

NJ-504 Newark Essex County Continuum of Care (CoC) / Comprehensive Emergency Assistance System (CEAS)
Welcome to the NJ-504 Newark/ Essex County Continuum of Care (CoC)/Comprehensive Emergency Assistance System (CEAS). The CEAS operates as a commission under the oversight of the Continuum of Care. The participating members adhere to the regulations set forth by the administration of U.S. Department of Housing and Urban Development (HUD) programs dealing with homelessness and housing insecurity within Essex County, New Jersey. As a region grappling with significant challenges related to housing instability, economic disparities, and limited affordable housing options, the need for a coordinated and effective response is paramount.
At the heart of our efforts lies HUD’s definition of the CoC—a coordinated system approach to addressing homelessness that emphasizes a seamless continuum of housing and supportive services.
Essex County, with its dense population and diverse communities, requires tailored solutions that are responsive to local needs and realities. Our CoC/CEAS Committees have been developed with a keen understanding of these unique challenges, aiming to foster collaboration, streamline resources, and drive systemic change within the homeless services system.
What does the CoC do?
The Essex County CoC is organized into 4 main components.
Operating the CoC
This includes board and committee management, project and system performance review, and the coordination of access to resources.
CoC Planning
Local planning efforts to asses and understand our community’s needs and direct resources accordingly.
Wide Data Analysis
Reviewing data quality and performance of all participating entities within the database that collects information on people experiencing homelessness and homeless programs (HMIS).
Preparing Application for Funds
To secure on-going funding for HUD and State funded housing and service programs.
